The decision to declare a referendum on the territorial and political autonomy of Albanians in Macedonia was adopted by the Assembly of Autonomy on December 27, 1991.
The referendum question was:
Are you for the political and territorial autonomy of the Albanians in Macedonia?
Report of the Assembly of the Autonomy of 16 January 1992 was sent to the international institutions:
* European Communities, <br>
* President of the Peace Conference on Yugoslavia, Mr. Lord Carrington, <br>
* President of the European Parliament, <br>
* President of the Arbitration Commission on Yugoslavia, <br>
* Secretaries of the United Nations, Congress, <br>
* Senate and the US Department
This report stated that the Referendum on the Political and Territorial Autonomy of Albanians in North Macedonia is fully successful.
But they also emphasized the obstacles and propaganda of the North Macedonian government against the referendum, the media and their nationalist parties, and the threats were addressed to Albanians and to the holders of the Albanian political factor.
North Macedonian police tried to halt the voting process, searched and controlled 260 polling stations, and seized election material in 120 of them.

Background
The Declaration of Yugoslavia of December 17, 1991, based on the recommendations of the International Arbitration Commission chaired by Robert Badinter, noted the dissolution of the SFRJ and the then republics were invited to declare their independence by December 23.
The republics have received promises to be internationally recognized by January 15, 1992.
After the end of the North Macedonian referendum on September 8 and the adoption of the 1991 Constitution.
There is nothing left for the Albanian political factor than to seek another solution to the Albanian issue in North Macedonia.
One of those decisions was to hold a special referendum where Albanians in North Macedonia would express their will to plebiscite the people.
Such political developments through the plebiscite are the expression and characteristic of all peoples who have opted for freedom through the democratic process. In North Macedonia, the referendum of the Albanian people was a counter-response to all the unilateral decisions of the Macedonian political factor that ultimately disparaged the ethnic interests of the Albanians in North Macedonia.
