William F. Wells

Oulfis: found a bit more biographical information... Mycobacterial Diseases is apparently an unreliable journal, but it is only being used to support Wells' birth date and the years he worked at certain universities, not any scientific claims, so that seems ok?

William Firth Wells (1887–1963) was a scientist, best known for identifying that tuberculosis could be transmitted through the nuclei of evaporated respiratory droplets, and for the Wells curve describing what happens to respiratory droplets after they have been expelled into the air.

Biography
Wells was born in Boston in 1887. He served in the military during World War I. He married and had a son, who had autism. Wells conducted experiments at Harvard University from 1930 to 1937, and at the University of Pennsylvania from 1937 to 1944. In the 1950s, his family lived in a remote part of eastern Maryland. One of his colleagues, Richard L. Riley, described him as "an eccentric genius." Riley was a medical student at Harvard who became Wells' "lifelong protégé."

In the late 1950s, Wells collapsed, paralyzed from the waist down. After his initial hospitalization, he was transferred to the VA Hospital in Baltimore where he had been overseeing a long-term tuberculosis study. He experienced periods of psychosis but continued to advise on research when lucid. He died in 1963.

Research
Droplet nuclei
German bacteriologist Carl Flügge in 1899 was the first to show that microorganisms in droplets expelled from the respiratory tract are a means of disease transmission. The term Flügge droplet was sometimes used for particles that are large enough to not completely dry out. Flügge's concept of droplets as primary source and vector for respiratory transmission of diseases prevailed into the 1930s until Wells differentiated between large and small droplets. Wells' major contribution was to show that the nuclei of evaporated droplets can remain in the air for long enough for others to breathe them in and become infected. He developed the Wells curve, which describes how the size of respiratory droplets influences their fate and thus their ability to transmit disease. With Richard L. Riley, he also developed the Wells-Riley equation "to express the mass balance of transmission factors under steady state conditions."

In 1935, Wells demonstrated that ultraviolet germicidal irradiation (UVGI), which had been used to kill microorganisms on surfaces and in liquids, could also be used to kill airborne infectious organisms. This experiment proved that he had been correct that droplet nuclei could be infectious, and also suggested a route for prevention. In 1935, Wells helped develop UVGI barriers for the Infants' and Children's Hospital in Boston, using cubicle-like rooms subjected to high-intensity UV light to reduce cross-contamination. From 1937 to 1941, Wells implemented a long-term study using upper-room UVGI, that is, UVGI which only sterilized the area above people's heads, allowing the room to be occupied at the time but relying on vertical ventilation to ensure the occupants breathe sterilized air. This study installed upper-room UVGI in suburban Philadelphia schools to prevent the spread of measles. Wells' 1955 book Air Contagion and Air Hygiene has been described as the authoritative book on the subject and a "landmark monograph on air hygiene."

Tuberculosis
Wells first proposed the idea of droplet nucleus transmission of tuberculosis in the 1930s. He demonstrated that rabbits could be infected with bovine TB through droplets.

In 1954, Wells began a long-term experiment to demonstrate that tuberculosis could be transmitted through air. At the VA Hospital in Baltimore, collaborating with Riley, John Barnwell, and Cretyl C. Mills, he built a chamber for 150 guinea pigs to be exposed to air from infectious patients in a nearby TB ward. After two years, they found that an average of three guinea pigs a month were indeed infected. Although this was exactly the rate Wells had predicted, skeptics complained that other methods of transmission (such as the animals' food and water) had not been conclusively ruled out. A second long-term study was begun, this time with a second chamber for an additional 150 guinea pigs, whose air was sterilized with UVGI. The animals in the second room did not become ill, proving that the only transmission vector in the first room was the air from the tuberculosis ward. The study was completed in 1961, and published in 1962, though Wells did not see the final paper.

Garden of 10 and 11 Downing Street

No Swan So Fine: + commons

The garden of 10 and 11 Downing Street is an 'L' shaped garden 0.5 acres in size behind the official residences of the Prime Minister of the United Kingdom and the Chancellor of the Exchequer, 10 and 11 Downing Street in the Whitehall district of the City of Westminster in central London. The garden has been gradually developed over the 20th century by sucessive Prime Ministers.

History
The terrace and garden have provided a casual setting for many gatherings of First Lords with foreign dignitaries, Cabinet ministers, guests, and staff. Prime Minister Tony Blair, for example, hosted a farewell reception in 2007 for his staff on the terrace. John Major announced his 1995 resignation as leader of the Conservative Party in the garden. Churchill called his secretaries the "garden girls" because their offices overlook the garden. It was also the location of the first press conference announcing the Coalition Government between David Cameron's Conservatives and Nick Clegg's Liberal Democrats.

Blair held a press conference with Bill Clinton in the garden. Press conferences at the White House are frequently held at the White House Rose Garden. It is believed that the similarity of the occasion has given rise to the 'rose garden' nickname which Summerley feels is "inaccurate".

In 2012 Michael Craig Martin loaned his 2011 sculpture of a large red lightbulb, Bulb, for installation in the garden. Barbara Hepworth's 1968 sculpture Hollow Form with Inner Form is situated in the garden, on loan from the Government Art Collection.

In October 1929 The Times reported on the retirement after 40 years of Downing Street's head gardener, Harry Simpson. Having originally started as a gardener in St James Park, he had worked in Downing Street under every Prime Minister from William Gladstone to Ramsay Macdonald. An item in The Times diary in 1989 reported that Thatcher had belived she had heard a nightingale in the garden. The Sun journalist David Kemp recorded the bird who was then identifed as a song thrush by the RSPB.

The garden cost The Royal Parks £29,137 in half-yearly maintenance in the six months after the 2010 general election.

The garden has been used for numerous events honouring various public bodies. A party to mark the 100th anniversary of the Brownies in 2014. Cameron and Barack Obama held a barbecue for military personnel in the garden in 2011.

A special edition of the BBC Radio 4 programme Gardeners' Question Time was broadcast from Downing Street in December 2016 and featured an interview with the head gardener of the 10 Downing Street garden.

The garden has been opened to the public on six occassions as part of the Open Garden Squares Weekend organised by the London Parks and Gardens Trust.

Design
Roy Strong described the garden as "one of London's hidden gems". Victoria Summerley, writing in Great Gardens of London felt that the garden "would not win any medals for garden design" and that the design of the garden was "not an exercise in metropolitan chic or horticultral bling" but instead reflected the features of an "archetypal British back garden" including roses, a shaded area, a large lawn and raised vegetable beds. Summerley observed the evolution of the garden's design, noting that in 1964 it featured only a "very straightforward boring layout of lawn" with a "meagre border around the edge" as evidenced in a photograph of Harold wilson's cabinet taken in the garden. The shape of the garden has remained unchanged since its creation. The garden's simple design of largely lawn with mature trees, rose beds and flowering shrubs remained unchanged for several years.

The garden behind originally backed on to St James's Park, as evidenced in George Lambert's 1736-1740 painting of the garden in the collection of the Museum of London. The painting depicts two "gentlemen in wigs", one of whom is believed to be Hugh Walpole. Lambert's painting depiects rectilinear borders and a "formal grass parterre with small, box-edged beds filled with topiary, flowering plants and dwarf fruit trees". In 1736, in the first reference to the garden, it was written that "a piece of garden ground...hath been lately made and fitted up at the Charge...of the Crown" with "a piece of garden ground scituate in his Majestys park of St. James's, & belonging & adjoining to the house now inhabited by the Right Honourable the Chancellour of his Majestys Exchequer".

Tubs of flowers line the steps from the terrace; around the walls are rose beds with flowering and evergreen shrubs. (See North elevation of Number 10 with steps leading to the garden) The terrace features lead planters inscribed with '1666' and 'CR' (an abbrevation of 'Carolus Rex').

The bird table in the garden was donated by the BBC childrens televsion programme Blue Peter, an addition to the garden that Strong felt was "more appropriate for a between-the-wars semi" and "wrong for a Georgian townhouse". The pond was built by the Wildlife Trust in 2000. Strong described the pond as a "hideous hedged enclosure was filled with marginal water plants".

The third shell launched in the Provisional Irish Republican Army's mortar attack on Downing Street exploded in the garden, leaving a 1 meter crater. A woodland garden was created around the crater with cherry trees and daphne odora.

The rose beds were commissisoned by Margaret Thatcher. They were planted with David Austin roses including a rose named for Thatcher herself.

A play area for the Cameron's children with a climbing frame and slide was built in the garden during David Cameron's premiership. Roy Strong described the addition of the play area as "ghastly".

Since the advent of the 21st century the design of garden has reflected enviromental concerns and features introduced have included a rose walk, box shaped beds and borders and curved paths. These features were introduced under the premiership of Tony Blair. Additions included a gothic arch framing a garden seat.

Gordon and Sarah Jane Brown installed a vegetable patch in the garden in 2009 after being prompted by Michelle Obama, who had intiated the White House Vegetable Garden. Obama had visited the Downing Street garden in April 2009 and told Sarah Jane Brown that "You know about the White House vegetable garden and you can do one here". Produce from the garden was served in the Downing Street staff canteen. The garden contained "strawberries, tomatoes, beetroot, parsnips, peppers, chard and courgettes" at the time of its public unveiling. The Browns were assisted by their children in planting the garden. Boxes and plants to attract bees and ladybirds were due to be installed at a later date. Writing in The Daily Telegraph, Tim Walker noted that Sarah Brown's vegetable garden had become "woefully neglected" by July 2010 and was told that David and Samantha Cameron "had been too pre-occupied to think much about it — he with sorting out the economic mess that Gordon Brown had left him, and she with her pregnancy". Strong critiqued he vegetable garden for featuring "a pair of ugly wooden planters" which the effect of "cannot be regarded as anything other than absurd".

Water for the garden is provided by an undergound tank that reuses rainwater, installed in 2009.

The historian and landscape designer Roy Strong critiqued the design and use of the garden in a 2012 article for The Daily Mail. Strong felt that "we learned nothing about the garden" until the 20th century when sucessive Prime Ministers realised its potential. Strong feels that the garden has become "a prop", a process which began with the depiction of Margaret Thatcher picking tulips and accellerated with the photographing of John Major "swathed in wisteria". Such images help to present a "softened domestic image of the incumbent". Strong concluded that "...we have watched it being radically transformed into an allotment, miniature wildlife park and children’s compound. God protect us from anything more".

The John C. Pew House is also known as the Ruth and John C. Pew House and is located at 3650 Lake Mendota Drive, Shorewood Hills, Wisconsin. It was designed by American architect, Frank Lloyd Wright in 1938 for research chemist John Pew and his wife, Ruth. Built on a narrow lot, the two-story home steps down the sloping hill to the shore of Madison's Lake Mendota. A home in Wright's Usonian style, the building was meant to be economical: its cost was US$8,750 (US$161,804 in 2019).

General Post Office, Shimla

General Post Office, Shimla is located in the centre of the Shimla thoroughfare, where Scandal Point meets The Mall. The building was constructed in 1882, for the Director- General of the Post Office for whole British India. The building also provided the space for the Postmaster General of Punjab. The building of the Shimla GPO is a timber framed structure which is an eclectic mix of different styles similar to the other British era buildings in Shimla.

The mix of the styles includes the part-Alpine, part-Gothic and the part-Tudor which has been described by a writer as the Wild West Swiss. The building is mainly a structure of timber, which has a tin-roof. It is a fine example of English hill architecture with the design, which comprises the hollow larges pillars constructed from stone. It also includes the bricks which transverse the height

On 21 September, 1972 the first floor of the building was gutted by the fire in which most of old records were burnt. The govt. renovated the building with the intact architectural features. In 1992, the Shimla GPO was declared as one of the six heritage Post office building in India. On this occasion the Govt. of India commissioned a set of commemorative postage stamps, which included the Shimla GPO. The price of each stamp in this set is Rupee five. These postal stamps were released in London.

The oldest post office in Northern India, Shimla GPO was constructed in 1882 when it was known as the Conny Cottage. It was purchased from a Mr. Peterson. The first Post Master of this post office was Mr. F. Dalton and Mr. L. G. Pigott was the last Post Master who retired at December 1946 before Indian Independence. After India became Independent in 1947, Mr.A. K, Hazari had the distinction of being the first Indian Post Master of Shimla GPO.

The mail was sent through a special dak gari from Kalka to Ambala, before the establishment of the roads or rail link. The postal employees transported the mail by using elephants, ponies and horses. The mail was distributed to the people by using tonga mail delivery. Today, also the post office has continued this tradition.

Controversy
Since, its construction the colors of the building included the green and white livery. The old timers of Shimla had strongly objected with the Department of Posts when last year the age old colour scheme of Simla GPO was changed to the universal red and white format adopted by the department in a central government decision lately. All post offices in the summer capital of Raj are painted in red and white much to the displeasure of environment activists and old residents. The Chief Postmaster General office here did not reverse the central decision despite registration of protests by the local citizens and media.
