==Background==
In preparation for independence in 1962, a Constitutional Assembly was called to write a constitution for the soon-to-be independent country. The Assembly was to have 179 members; the 46 members of the Legislative Assembly elected in [[1957 Western Samoan general election|1957]] (41 Samoans and 5 Europeans), 123 Samoans (three elected from each Samoan Legislative Assembly constituency) and 10 Europeans elected on a nationwide basis.<ref name=PIM/>
==Campaign==
In the 41 Samoan constituencies, only twelve had more than three candidates and required a vote to take place. All candidates were [[Fa'amatai|matais]].<ref name=PIM/> Only five Europeans were nominated for the ten seats, all of whom were returned unopposed.<ref name=PIM/>

The European elected members were W.F. Betham, O.R. Crichton, [[Arno Max Gurau]], H.E Hunkin and [[Percy Lewis McDonald Morgan|Percy Morgan]].<ref name=PIM/>
