He was ordained a priest on 12 April 1952.
To prepare for a diplomatic career he entered the [[Pontifical Ecclesiastical Academy]] in 1956.<ref></ref>
On 14 August 1984, [[Pope John Paul II]] named him a titular archbishop and [[Apostolic Nunciature to Costa Rica|Apostolic Nuncio to Costa Rica]].<ref>Liquid error: wrong number of arguments (given 1, expected 2)</ref>
He received his episcopal consecration from Cardinal [[Agostino Casaroli]] on 20 October 1984.
